New Preschool and Play school Rules and guidelines in India 2017

New Preschool Guidelines In India

2017- New Procedure for starting a preschool in India 2017

There can be no doubt about the arbitrary nature and the manner in which preschools (children 3-6 years) are run in our country. Both at the Anganwadi and at the private levels, these schools leave a lot to be desired. The infrastructure sucks, the teacher to child ration is highly skewed and the curriculum followed smacks of a total lack of planning.

The results are there for all of us to see. The children studying in these schools hardly have any rights of their own; there is a lot of abuse that goes on which causes great mental and physical trauma to these tender and impressionable minds. Parents are often unaware of the happenings and even when they do get to know, can hardly do anything about it.

Keeping in view all of the above, the Government has now finally acted. In conjunction with the Ministry of Women and Child Development, it has come out with clear criteria about the manner in which such preschools can be run. These guidelines are expected to bring about uniformity so as to eliminate chances of any haziness with regard to the Early Childhood Education System or the ECE.

To start with, the Government has laid out the broad parameters by coming out with clear definitions on:

  • The overall role of institutions in delivering preschool education.
  • The monitoring of the school through the nodal officer
  • The mandate of running these schools only for the age group 3-6 years
  • The responsibilities of the guardian
  • The conditions to be satisfied by these schools before they start admitting children

The guidelines delve into the actual details of daily operations pertaining to preschools as below:

  • One teacher and one caregiver for every 20 children.
  • A clear boundary wall demarcating the school from other structures
  • Sanitized toilets with soap, running water with towels for easy access to both normal and disabled children
  • CCTV surveillance for the rest room as well as play area.
  • Pest control to be done on a regular basis
  • Sufficient fire protection measures
  • Learning aids for the teachers based on the curriculum for each class
  • The library should have books and relevant audio visual learning material
  • Sports equipment in adequate numbers
  • The first aid kit has to be easily accessible and should always be well stocked
  • Every child should be medically examined once a quarter by doctors registered with the medical council
  • School has to maintain records pertaining to the enrolment as well as attendance along with the fees paid. They should also maintain details of the medical examination of each child and all these have to be accessible for inspection.
  • No child will be subjected to any monthly, quarterly or annual examination
  • The play areas and other structures should only be used for the children aged 3-6 years
  • Annual accounts have to be audited every year
  • No capitation fee or donation shall be demanded from any parent

The government has also made it clear that if the above guidelines are not adhered to by the school, its certification can be withdrawn and the school would be derecognized.

How to interview, hire and select preschool teachers in India

Working as a preschool teacher requires great skill and patience. It is not only the education and certifications that make excellent playschool teachers, but it is the love to be with the kids and the patience and care with which they need to be managed that matters a lot.   Based on the requirement of the curriculum, there are certain eligibility conditions, experience and in some cases additional certifications required to be a preschool teacher. Some education councils and institutes also provide induction and preschool teacher training in India. However, in addition to this, there are certain norms for interviewing the teachers and deciding their selection.   The following points can help you to frame preschool teacher interview questions and answers and can help you to arrive at a decision to hire the teacher:

  • Details and views about the education and preschool certification: This can help you know how the person perceives the training that shapes a teacher. You can also understand the interests of the person during the course of the education and apply them to the profession.

  • Reason to opt for a preschool teaching career: Other than convenience and love for kids, the teacher should be able to explain the concern, devotion and dedication on their part. The challenges in this education should also be understood by them.

  • Provide them examples of a couple of challenging situations and ask them how they would handle them.

  • The SWOT analysis for themselves and how it can be applied to their profession is an important aspect too.

  • The aspects of food, security, health and emergency are very crucial in preschools. You can discuss these in depth with the candidate and know about their knowledge and inputs about them.

Based on the points above, you can frame some more questions that can help you gain a perspective about the personality of the candidate so as to make a decision of recruitment.   We, as education consultant guide you to prepare early childhood teacher interview questions and answers.

Basic requirements for starting a preschool, daycare, play school, nursery school in India

Developing a preschool involves a lot of hard work and planning. There are several tasks that need to be listed out and followed meticulously. This may start from searching for the perfect space and developing the infrastructure to finally recruiting the staff and marketing your business. You can develop a preschool to provide the best of the facilities to the toddlers and for this you can extend your budget to your will. Also the requirements differ based on cities. For example, requirements for starting a preschool in Mumbai, Delhi, Chennai, Pune, and Bangalore differ slightly from minor cities. However, there are certain basic requirements that are minimal and need to get you going.

The following list describes the basic requirements for preschool:

  • You need a space of your own or at least a space that is leased out for a long duration. Irrespective of whether it is a franchise or your own business, a space is a primary requisite. You need to understand the expectation of the minimum area for a new preschool. The location for preschools / daycare / pre primary schools also matters.
  • A sound and quality infrastructure is important. This constitutes classrooms, play area, wash rooms, pantry and office. The space need not be very large but must be adequate and well ventilated. The interior can be simple but has to be convenient for the kids and of good quality. A colorful interior is recommended for preschools. Cleanliness, hygiene and safety are relevant and that goes without saying. The preschool market in India exhibits a lot of variation.
  • A complete and clear documentation is expected from every preschool. These could be sanction letters from the bank, approvals and licenses from the authorities or curriculum approvals from the education board. Every single paper should be approved and maintained for records.

  • The staff whether teaching or non teaching, needs to be experienced, trained and genuinely interested in spending time with the kids. Disinterested individuals can create problems and negative impact on the tiny minds.
  • If travel and snacks are school provided, the quality and punctual delivery is important for both the things. The food should be checked for quality and provided timely and in adequate amounts. Travel agency should be reliable in all aspects so as to avoid mishaps.
  • You need to update yourself with respect to your background. If you do not have academic experience, it is advisable to get some. Similarly, consulting experts from your domain periodically is also a wise decision.
  • The framework of fees versus the facilities must be transparent. A schedule for interaction with parents from time to time regarding academics and administration is important.

Curriculum constitutes an important part of the plan and this can help you go ahead with the approvals. Curriculum also relates to the infrastructure and you can work on these factors too to submit your approval plan.
  • Licenses and approvals are a major part. This involves the municipal corporation, education board or council, local education and health departments and legal requirements for setting up our own preschool.
  • Developing the infrastructure, interiors for classrooms, office and other areas including the furniture, set ups and safety items is the most important task. Also plan the insurance of the preschool as per the assets.

Cost of preschool set up and break even

Working on a budget is one of the most essential tasks when you are setting up a preschool. A preschool setup cost can cost anywhere between Rs 2-20 lac depending on factors like the extent of the school, purchasing or hiring the property, starting your own school or opting for a franchise opportunity, the type of infrastructure and other facilities and so on. The higher you aim, more will be the budget. If you own a property and plan preschool setup ideas on a small scale, the budget will be less.

You can work on the expenses by classifying them under various heads and then working on the estimations. This gives you an idea of the minimum and maximum range of the budget for each type. Broadly, you can overview the break even analysis for preschool

in the following categories:

  • Property and infrastructure: This involves purchasing or leasing the site and the cost depends on the city and locality. Infrastructure also involves equipments, stationery, and furniture, interiors of classrooms, toilets, office, library, and play area and so on. Thus, this expense head involves a major chunk.
  • Documentation expenses: This involves two types. The first is the paper work required to get approvals and clearances from various authorities. Creating documents and processing them requires money. The second type of documentation is the one required for staff, office and kids. This involves training material, office records, files, computers, lessons, schedules, and others.
  • Salaries and marketing: You need to consider a part of finance to pay the teaching and non-teaching staff. If there are other deals with vendors and caterers, you need to arrange for their payments too. The advertising, marketing and designing teams need to be paid too.

Other than these mandatory expenses, there might be additional overheads if you take professional help from consultancies or consult experts from education field for various issues. These costs can help you in the long run and prove to be beneficial even of they do not give you immediate returns.

Preschool franchise cost and return on investment ( ROI)

If you are planning to opt for  preschool franchise opportunities for well known brands, the two things that come to your mind are the capital that you need to invest and the return on investment (ROI) that you are expecting from this project. You need to research the terms and conditions for various preschool brands and also understand the way they execute the establishment of the preschool. Most of them find a lucrative business in opening a preschool in India and franchise is considered a good option in spite of the odds.
Various brands expect varied investment for starting their branch. This can roughly range from Rs. 2 lac to Rs 20 lac and this includes the franchise fee. In some cases the higher amounts include the cost of infrastructure, but in most of the cases they do not. You need to understand the breakup of this amount. Along with the finance, you also need to provide a dedicated area for the preschool. This also can range between 600 – 2000 square feet depending on the business plan.

Other costs that need to be considered for a franchise opportunity include developing infrastructure and interiors as per the requirements of the brand, marketing and advertising costs, staff recruitment and training prior to the commencement of the school and so on. Most of the preschool franchises in India provide assistance in setting up all this.

Coming to the ROI, most franchisors provide a rough estimate of the break even period and the percentage of ROI that includes profits in preschool franchising. It can go high up to 50% too. However, this depends on a lot of factors. The prominence of the brand, your location, response to the preschool and the performance of the staff members are some of the crucial factors. You need to work on the estimation of the investment versus expected ROI with the franchisor.

Preschool franchise are becoming unsuccessful and less profitable ventures

In India where preschool chains are blossoming throughout small and big cities, opting for a franchise of a well known brand has become a highly profitable business. You already have the good will of the brand and a ready business plan to support you. There are several preschool success stories in India. However, it has been observed that the franchise offshoots of a renowned brand can also be a failure when there are other branches that are performing excellently.

There are a variety of reasons for the preschool franchise failure in India. Some of them can be listed as follows:

The person opting for the preschool franchise opportunity needs to have an educational or related background and experience. People from totally unrelated domains like IT go in for setting up preschools for the sole reason that it is a lucrative business. The intricacies and challenges of managing and educating the tiny tots with due consideration to child psychology may not be fulfilled in such cases.

Most of the preschools offer the best infrastructure facilities and a variety of programs like after school, mother toddler and so on. However, this may not be exactly similar at all the franchise centers.

As it is obvious, there is always some difference between a parent institute and an outlet.

The parent institute takes a lot of efforts to set the standards and maintain the performance consistently. It may be ideal if they expect all the franchise centers to do so and deliver the perfect results as expected. However, some deviation is always possible. Sometimes, there are hidden clauses in agreement and raised fees by franchisor.
